Artificial Intelligence is no longer a future possibility — it is a present force reshaping every industry, every job, and every community. The question before us is not whether Illinois and Chicago will adapt, but whether we will lead. Chicago has a rare advantage: deep industry roots, world-class research institutions, a diverse talent base, and a proven commitment to responsible innovation. This report reflects the collective wisdom of policymakers, educators, employers, and community leaders who came together to confront a shared reality — we must redesign our workforce system now, or risk widening inequality and losing global competitiveness. Illinois has an opportunity to become America's model for responsible AI workforce transformation. Not by simply producing AI talent, but by creating a system that is inclusive, adaptive, and rooted in real economic opportunity. A system where AI fluency is not a privilege, but a foundation for every learner, every worker, and every employer.


This workshop marks the beginning of a broader movement. It is the first in a series of actions to build a connected AI workforce ecosystem — aligning government, industry, education, and communities around a common mission: to make Illinois the national standard for AI readiness and responsible AI leadership.
